On Monday, October 5, 2026, crews start digging up Agoura Road between Lindero Canyon Road and Lakeview Canyon Road. They will remove asphalt, lay pipe and install underground equipment, working day and night for the next four to six months. The notice from the Las Virgenes-Triunfo Joint Powers Authority calls it "urgent pipeline repair and installation work." That wording is accurate, and the records behind it show more. This fall's lane closures are the start of a buildout. Agoura Road is the main route for a regional drinking water project scheduled to finish in 2029, and several of the pipelines planned for this stretch are not under construction contract yet.
Plan your route this October around that schedule. If you drive Agoura Road to the Westlake Village Inn, the golf course or City Hall, expect the corridor to keep changing as each phase begins.
Two Jobs in One Trench
The October work combines two separate projects.
Moving an existing drinking water main. The Las Virgenes Municipal Water District has been planning this repair since at least April 2, 2024. At that meeting, its board moved $277,774 out of its emergency pipeline repair and replacement budget to pay for design work on relocating a potable water main at Agoura and Lindero. According to the board discussion, the study would determine whether to replace or protect the piping and who was responsible for damage to the pipelines. In May 2026, the City of Westlake Village's engineering report described a waterline break at the intersection of Agoura Road and Lindero Canyon Road. The City Council discussed the break on May 13. Neither record states a cause.
Laying Pure Water Project pipe. At the authority's August 10, 2026 meeting, Engineering Program Manager Oliver Slosser said the district's water line relocation would start together with the Pure Water Project's Reach 1B pipeline.
Because the two jobs are combined, the road gets opened once instead of twice. In those same August minutes, Slosser said the start date was August 31. The authority's update for the week of September 28 now lists October 5, and it says no Agoura Road lane closures were scheduled that week. That is a five-week slip before the first shovel, and the notice warns that the schedule can still change:
"Construction is a dynamic process. This information and the project schedule are subject to change due to weather, field conditions, and other factors."
More Agoura Road Pipe Has Yet to Be Contracted
The August minutes also show what comes next. Slosser reported that the raw water line, the purified line, the residuals line and part of the ROC pipeline were "not under contract for construction yet," and that price negotiations would wrap up by the end of the year.
According to the city's May engineering report, the project team had finished 95% of the design for the Agoura Road waterlines running from Lindero Canyon Road west into Thousand Oaks. The remaining lines, east on Agoura Road to the Agoura Hills city limit and along Lindero Canyon Road from Agoura Road to Triunfo Canyon Road, were at 30% design. The same report says this "large-scale water pipeline project will have significant construction phase impacts."
The four-to-six-month window starting Monday applies to one segment of Agoura Road. Other segments of Agoura Road and Lindero Canyon Road are already designed or partly designed but not yet under construction contract.
What the Pipe Is For
The Pure Water Project takes recycled water from the Tapia Water Reclamation Facility, which has already been filtered and disinfected, and sends it to a new Advanced Water Purification Facility. There it goes through membrane filtration, reverse osmosis, and ultraviolet light with advanced oxidation. The purified water then flows to Las Virgenes Reservoir, where it is blended with imported water from Northern California. It gets one final treatment at the Westlake Filtration Plant before reaching taps. The city's report also says the project will effectively end discharges to Malibu Creek.
The facility itself is also on Agoura Road, just east of the Westlake Village city limit in Agoura Hills. The groundbreaking was held there on April 10, 2026. The May report also mentions an upcoming long-term lane closure on eastbound Agoura Road tied to building the facility.
When the authority approved its contract amendment with Walsh Construction, it included $303.7 million for final design and construction of the purification facility and major pipeline components, plus $12.7 million in contingency allowances. Once fully running, the project is expected to supply up to 30% of the region's drinking water from a local source. An older information board listed fall 2028 for pipeline and facility completion. The project's current construction page says work began in spring 2026 and is expected to finish in 2029.
A second project is also planned for Agoura Road. On April 9, 2026, the Las Virgenes Municipal Council of Governments broke ground on its Regional Smart Cities Fiber Network Project on Agoura Road in front of City Hall. MasTec is the contractor, and fiber installation is set to start in Westlake Village first. City staff are coordinating MasTec's permits and traffic control plans so the work does not disrupt the Pure Water schedule.
The First Two Weeks of Work
Three city events fall within 12 days of the October 5 start. Two of them are at the Civic Center.
| Date | What | Where |
|---|---|---|
| Monday, Oct. 5 | Pipeline repair and installation begins | Agoura Road, Lindero Canyon Road to Lakeview Canyon Road |
| Thursday, Oct. 8, 10 a.m. to noon | Coffee with a Planner | Bonibi Coffee, 32123 Lindero Canyon Road, Suite 104 |
| Saturday, Oct. 10, 3 to 8 p.m. | 24th annual City Celebration | Civic Center, 31200 Oak Crest Drive |
| Saturday, Oct. 17, 9 a.m. to noon | Bi-Annual Shred Event, City residents only | City Hall, 31200 Oak Crest Drive |
The Coffee with a Planner session is the most direct chance to ask questions this month. Planning Director Kristen Asp and City Manager Rob de Geus will be there to talk about zoning, development and the city's Strategic Plan goal of a "Balance of Land Uses." No registration is required. Bonibi is on Lindero Canyon Road, one of the three roads named in the construction notice.
The City Celebration runs from 3 to 8 p.m. From 3 to 6 p.m. there are free family activities and a meet-and-greet with Fire and Sheriff personnel, with music and performances through the evening. The White Oak Family Fun Fair is part of the event. Ride bracelets are $40 or individual tickets are $5, and ride proceeds benefit the White Oak Parent Faculty Club. The courtyard has been redone since last year's celebration. Work on the Civic Center Courtyard Improvements finished June 24, with new landscaping and pavers, better accessibility for city events, and a Veterans Honor Tree by artist Ron Jobson.
At the shred event, residents can bring up to four boxes or bags, with no registration needed. WM SoCal is the city's partner.
Destinations in and Near the Work Zone
The construction notice covers only the Agoura Road stretch between Lindero Canyon Road and Lakeview Canyon Road. Here is where some common destinations fall relative to that segment:
- Westlake Village Inn, 31943 Agoura Road, is inside the segment.
- Westlake Golf Course, 4812 Lakeview Canyon Road, is at the east end. City event listings direct parking to the Lakeview Canyon and Agoura intersection.
- Westlake Plaza, 2725 Agoura Road, is a grocery, retail and dining center west of the segment. It is close to the work but outside the named block.
- Berniece Bennett Park, 31800 Village Center Road, opened its new playground with a ribbon cutting on May 12. It is open 6 a.m. to 10 p.m. daily.
The authority says to expect temporary lane closures, lane shifts, turn restrictions and delays in the active work area. Traffic control may be in place day and night to protect pedestrians, cyclists, drivers and crews. Turn restrictions matter most at the two ends of the segment, where Lindero Canyon and Lakeview Canyon roads connect to the shopping, golf and civic destinations listed above.

Following the Schedule Week by Week
The authority posts a new Westlake Village construction update each week on its Pure Water construction page, and you can sign up there for updates by email. Questions go to the Project Outreach Team at (818) 245-4440. The project construction page has the regional map and the 2029 completion estimate.
The next scheduled update is the year-end price negotiation for the remaining pipelines. When those contracts are signed, you will know when the next Agoura Road segment is likely to close.
If you own a home near Agoura Road, Lindero Canyon or Lakeview Canyon and wonder how a construction schedule running through 2029 could affect your plans to sell or buy, Rodney Johnson II can walk you through the timeline and what it could mean for your property. Schedule a Confidential Market Consultation and we will cover both.
